Unable to get least accessed files from FSRM report

Looking at generating a report of least accessed files on a couple of Windows 2012 R2 file servers. The servers in question are DFS replication partners so would need to do the clean up on both boxes. Potentially delete or move data to tier 3 storage. 

When I look at the generated the "Least Recently Accessed Files Report" from FSRM in C:\StorageReports, it states in the HTML doc, "This File Server is currently configured to not track last access time for files, therefore the last access time might be inaccurate for some or all the files on NTFS volumes."

I've confirmed the registry setting on the server is set to track last access time for files. What else is missing? 

A work around would be to generate a report via Powershell with the "get-childitem" cmdlet and filter on "LastAccessTime" but would like to confirm with a report from FSRM.
