NTFS permissions set on the folder at DFS folder target level don't apply to that folder (but to go to child objects)

Two 2012 R2 DFS servers. One replication group. Namespace folder target is pointed to a folder one deep from the drive root - let's call it 'Shared'.

I made an NTFS permissions change at that 'Shared' folder level which should have replicated to the other DFS server. Instead, the permissions changed for all child object (files and folders) that were inheriting from that parent but NOT at the parent level itself. (i.e. NTFS perms at the 'Shared' folder level on the receiving member did not change but all child object inheriting permissions did get the change)

Is this by design? If so, can someone point me to a whitepaper?
