How can i remove/disable c:\windows\system32\csvde.exe in windows 2003

Dear sir,

I try to remove  c:\windows\system32\csvde.exe in windows 2003 but it comes out again when refresh. So how can i remove/disable c:\windows\system32\csvde.exe permanently in windows 2003?
