Is there a way to limit aggregate file share access over time?

First, I would call myself a decent IT professional but a beginning AD professional.

  Is there a way to alert or limit the amount of data that can be transferred within a time period

  We want to mitigate anyone trying to take our corporate information all at once.  If we could limit or alert when someone transferred more than 2 GB of information in 15 minutes, this would greatly enhance our control of information.
